Background
In June 2012 Ofcom published a revised Initial Obligations Code for consultation. The Code is intended to set out how the Digital Economy Act will work in practice, by specifying who will receive copyright infringement notices and which ISPs will have to process them.
LACA has produced a briefing that gives an overview of the Digital Economy Act and the Code and explains how the Code impacts on libraries.
LACA’s response
LACA is deeply concerned about the potential impact of the Digital Economy Act and the Ofcom Code upon public bodies. The most pressing issue is the uncertainty about the status of public intermediaries such as libraries under the Code.
